Bill Cole, known simply as the Jackass Plumber, holds the position of president at AA Plumbing/Culver Plumbing, located in O'Fallon, Missouri. This individual stands as a prominent target for prank calls, drawing the attention of various pranksters who have engaged in this activity for an extended period. The utilisation of his soundboard is recognised as one of the most prevalent in the community. Renowned for his distinct and loud laughter, he has gained further notoriety for his consistent use of homophobic and poverty-themed slurs towards callers, often combining them into phrases such as "Unemployed, homeless fuck." Interestingly, despite his propensity to mock perceived speech impediments, he himself occasionally stutters or experiences pauses in his speech.

Around the twelfth prank call, the Jackass Plumber's patience begins to wane, leading to instances of him yelling at the callers. During one instance, he discovers his presence on YouTube under the moniker "Jackass Plumber" and humorously alludes to the possibility of downloading a virus onto a caller's computer. He even threatens to sue Google with the intention of obtaining IP addresses of individuals who have targeted him.
